This is its 5th year and I've attended every year so far. Good people, fun lockpicking, talks are almost all computer/networking/tech related (as opposed to the broader focus of HOPE), good location. Oh, and Hack or Halo is always a lot of fun. I'll be there. And I'll even talk on sex if anyone wants to hear me talk.
I know that the PLA/UPL is doing a push to get people to attend, even if they can't get tickets. There's a large area for hanging out outside of the official con space and there's always people hanging out there. So even if you can't get tickets to attend, you should definitely still come. If you don't want to stay at the host hotel, there's an independent hostel (alcohol allowed, no lock out, no curfew, free wifi) that charges $22/night directly across from the Metro at Takoma, and that's about a 35-40 min ride away.
